International Date Line – the missing 3 hours and hidden land (Terre de Iesso)

Could the missing three hours (21-hour time difference instead of 24) between the Diomede Islands in the Bering Strait on the International Date Line actually be hiding three hours (or 45 degrees of longitude) of land? Some ancient maps suggest this to be the case.
